More than likely.
Your art has been posted and the site is making money off of it.

Check and see if your art is on the site by typing in your DA name, or even photobucket account name.
I sent them an email with links to my images from their site and the originals that were posted here on DA.
I would suggest doing the same while emailing them.

Don't let people make money off of your hard work.

They have a wonderful copyright infringement letter if the site made money off of your art.

The site is either regiistered with GoDaddy:

They'll keep switching hosts and losing money, so keep a look out if they switch to another host and flood the reports in before they have a chance to make money.
Also please be polite with your reports.
It's not the job of a Host to see what their client does.
Simply report the site and be on your way.
If you know the legal systems for different countries I encourage you to bring that up if you can.
I am not sure about the copyright laws in other countries, but I think it's still a punishable crime.
